Dr. David P. Weber named Super Lawyer by Thompson Reuters for 2026

Goodwin Weber PLLC announces that attorney  Dr. David P. Weber was named a Super Lawyer for 2026 by Thompson Reuters for the sixth consecutive year. 

Only five percent (5%) of lawyers in a state are selected to Super Lawyers.  Yet, on the Eastern Shore of the Chesapeake Bay, Super Lawyer membership is far more exclusive:  Dr. Weber is the ONLY attorney named as a Super Lawyer for banking law on all of the Eastern Shore of Maryland and Virginia, and one of only three attorneys ranked as a Super Lawyer for banking in all of Maryland. 

About Dr. David P. Weber

Dr. Weber is now in his third decade practicing law and conducting investigations.  Until May 2026, he is a full-time faculty member at a University System of Maryland school.  He is a Summer 2026 incoming Teaching Professor at the John Chambers College of Business and Economics at West Virginia University, where he will be teaching in WVU’s top-ranked accounting programs.  He is also an Associate Editor of the Journal of Forensic Accounting Research.

 Prior to academia, Dr. Weber concluded his federal career as the functional Chief Investigator of the U.S. Securities and Exchange Commission, before which he was the Chief of Enforcement Unit I of the Federal Deposit Insurance Corporation, and the Special Counsel for Enforcement at the Treasury Department’s Office of the Comptroller of the Currency. He has also served as a Virginia assistant state prosecutor and as a Maryland state’s attorney investigator.  Dr. Weber serves as a consulting and testifying expert in the areas of banking, fraud examination, money laundering, securities, accounting standards, and professional ethics for lawyers and accountants. 

In addition to serving as an expert witness, Dr. Weber frequently represents whistleblowers in reporting misconduct, primarily to the U. S. Securities and Exchange Commission and the U.S. Department of Justice.  Thus far, Dr. Weber’s clients have been paid eight figures for their reports of misconduct. 

Dr. Weber graduated with a BS cum laude in criminal justice from Syracuse University, and with a Juris Doctor magna cum laude from Syracuse University College of Law.  He holds a Doctor of Business Administration, with a concentration in accounting, from the Warrington College of Business, University of Florida

Dr. Weber is licensed to practice law in Maryland, Virginia, the District of Columbia, and New York.  David is also admitted to practice law in all the federal trial courts of Maryland, Virginia, and the District of Columbia, as well as the United States Court of Appeals for the Armed Forces, the United States Court of Appeals for the Fourth Circuit (MD, VA, WV, NC), the United States Court of Appeals for the District of Columbia Circuit, and the United States Supreme Court, where he has been involved in two banking regulatory enforcement cases.  In addition to being licensed as an attorney, Dr. Weber is also a Certified Fraud Examiner, a national designation, and a registered private investigator in the Commonwealth of Virginia. 

Until Fall 2025, Dr. Weber was the sole Eastern Shore member of the Bar Council of the Virginia State Bar, which serves as the Board of Governors and regulator of attorney conduct in Virginia.  David continues to serve as a peer review committee member and rotating chair of the Attorney Grievance Commission of Maryland, which oversees attorney conduct in Maryland.  Dr. Weber believes deeply in ethics and professionalism in the practices of accountancy and law.     

Dr. Weber practices out of his law offices on Chincoteague Island, Virginia, and in West Ocean City and Gaithersburg, Maryland. He especially looks forward to his oldest child, Micah J. Weber, joining Goodwin Weber PLLC’s law practice in May 2026, as he graduates from law school.
